Service Requirement for the Issuance of Personnel Licenses:

An applicant for the above Licenses or Certificates shall submit all the necessary documents to the Aviation Personnel and Training Organization Certification Directorate to be eligible for the license sought. For the required Knowledge, Skill, Health, Age, and other general requirements please refer to respective PEL Advisory Circulars.

Crew Member Certification(CMC)

  • CMC is a generally accepted and necessary practice to facilitate and carry out the inspection of crew members and their baggage as expeditiously as possible at departure and upon arrival. All applications for CMC are made in writing by the respective airline operators on behalf their crew member and Present appropriate identification to Security and Facilitation Directorate.
  • Applicant should Submit completed FORM 001(available here) to Security and Facilitation Directorate prior to the issuance of CMC. A crew who has lost CMC shall produce a verified letter justified by the police, together with the re-issuance application letter written and signed by the responsible Director. Individuals must present appropriate identification. The Directorate will replace and assess Birr’s 25.00 fees.

Air traffic service (ATS)

 Air traffic service (ATS) is a service which regulates and assists aircraft in real-time to ensure their safe operations. With the exception of certain military aerodromes and unattended aerodromes, Air Traffic Services in Addis Ababa FIR are provided by Ethiopian Civil Aviation Authority under the supervision of air traffic service directorate. The Ethiopian air traffic service directorate provides the following four major services:

  • Air traffic control services, which is to prevent collisions in controlled airspace by instructing pilots where to fly.
  • Conduct and maintain orderly flow air traffic.
  • Flight information service, which provides information useful for the safe and efficient conduct of flights.
  • Alerting service, which provides services to all known aircraft when air crafts are in state of emergency and the directorate will notify concerned organizations and assist in search and rescue operations.

  The above services supported by surveillance equipments, PSR, SSR and latest technology ADS-B and surveillance services cover the whole Airspace of Ethiopia. In addition to the above services the directorate will grant over flight and landing permission for civilian flights, coordinate and process permission with concerned bodies for other kinds of flights, administer air traffic services facilities, oversee air traffic services in Ethiopia, and lead investigation of Air traffic services occurrences and propose action plan so as to avoid future recurrences and establish a safety management system for air traffic service in Ethiopia.  which forms part of Air Navigation Services Directorate of the ECAA, ensures the flow of information necessary for the safety, regularity and efficiency of international and national air navigation within Ethiopian airspace. We offer services to airlines, pilots and all those involved in flight planning and navigation in the Ethiopia and beyond.

Ethiopia Aeronautical Information Publication (AIP):This is static information which contains information of lasting (permanent) character essential to air navigation.

Ethiopia AIP Supplements (SUPs): These are temporary changes to the AIP, which are usually of long duration and contain comprehensive text and/or graphics.

Aeronautical Information Circulars (AICs): These notices relate to Safety, Navigation, Technical, Administrative or Legal Matters.

NOTAM: These notices concern the condition or change to any facility, service or procedure notified within the AIP. NOTAMs are available in the form of Pre-Flight Information Bulletins (PIB) using AIS current database.

Aeronautical Charts Service: ICAO Aeronautical Chart 1:1000, 000 is sold for customers with price and payment conditions listed in the AIP Ethiopia.

Ethiopia AIS Library Service: This is a library of foreign aeronautical information, ICAO documents, Jespersen airways manuals; charts are available for reference purposes.

International NOTAM Office (NOF)

The International NOTAM Office (NOF) is also responsible for flight planning and the provision of pre-flight information to aircraft operators. Flight plans may be filed in person or transmitted using AMHS directly to the office

  • Communication, Navigation and Surveillance engineering directorate is one of the major core areas responsible for the process of getting an aircraft safely and efficiently from its origin to destination through the aid of reliable CNS services. The Directorate is responsible to:
  • Provide voice communication services throughout the air space of Ethiopia using Extended VHF radios which are linked by VSAT satellite communication system and UHF link. In addition to this, there are HF radios that are used to communicate among all local and neighboring countries airport.
  • Give reliable and efficient flight data processing service for different clients using an extended Air traffic service Message Handling System (AMHS). The system is well equipped with additional extended ATN router for Ground to Air data communication.
  • Give Navigation service by ensuring the reliability, integrity and availability of Navigation aid systems (DVOR/DME, CVOR/DME, NDB) which are used for en-route, approach and terminal purpose and ILS (GP and LLZ) for landing purpose at airports and in the Ethiopian air space as per ICAO requirement.
  • Provide flight inspection and calibration services for ECAA navigational equipment (VOR/DME, DVOR/DME, ILS and NDB) and Ethiopians Airport Enterprise facilities (PAPI and approach lights).
  • Provide Surveillance service using the latest technologies of Radar (PSR/SSR) and ADS-B that gives Full and up-to-date information of aircraft flying within the Flight Information Region (FIR) of the country.
