- With regard to requests for Diaspora engagement in Ethiopia’s investment climate, the applicant shall obtain the services from both the Directorate General and Ethiopian Missions abroad. The applicant is required to bring the original and photocopy of the support letter from his/her respective country’s Ethiopian Mission or Consulate Office. If the applicant is an Ethiopian national, he/she is required to bring a work permit and the original and photocopy of the Ethiopian passport. If the applicant is an Ethiopian by birth, he/she is required to bring an Ethiopian origin ID card as well as the original and photocopy of a passport in a country where he/she permanently resides. The applicant needs to submit the original and photocopy of a support letter issued by the Ethiopian Mission. If there is a support letter issued by Ethiopian Mission, the applicant needs to submit a photocopy and original application letter which states the purpose of his/her participation in the country’s investment.
- Concerning hurdles facing Ethiopian Diasporas and Ethiopian origin in their investment participation as well as other housing and land title deeds in the country, the applicant shall obtain the services from both the Directorate General and Ethiopian Missions abroad. The applicant is required to bring the original and photocopy of the support letter from his/her respective country’s Ethiopian Mission or Consulate Office. If the applicant is an Ethiopian national, he/she is required to bring a work permit and the original and photocopy of the Ethiopian passport. If the applicant is an Ethiopian by birth, he/she is required to bring an Ethiopian origin ID card as well as the original and photocopy of a passport in a country where he/she permanently in the country resides. The applicant needs to submit the original and photocopy of a support letter issued by the Ethiopian Mission. If there is a support letter issued by Ethiopian Mission, the applicant needs to submit a photocopy and original an application letter which states the purpose of his/her participation in the country’s investment.
With reference to requests made by already engaged Ethiopian Diasporas and Ethiopian origin in various investment projects aiming to import construction materials, the applicant shall access the support from the Directorate General and Ethiopian Missions abroad. The applicant is required to bring the original and photocopy of the support letter from his/her respective country’s Ethiopian Mission or Consulate Office. If the applicant is an Ethiopian national, he/she is required to bring a work permit and the original and photocopy of the Ethiopian passport. If the applicant is an Ethiopian by birth, he/she is required to bring an Ethiopian origin ID card as well as the original and photocopy of a passport in a country where he/she permanently in the country resides. The applicant needs to submit the original and photocopy of a support letter issued by the Ethiopian Mission. If there is a support letter issued by Ethiopian Mission, the applicant needs to submit a photocopy and original application letter which states the purpose of his/her participation in the country’s investment. He/ she is also required to bring an investment permit.
With regard to the creation of key enabling conditions for those who would like to support and cooperate with domestic institutions, the applicant needs to present support letter in person or through other channels of communication. If possible or he/she has a support letter issued by Ethiopian Mission, the applicant is also required to bring it.
Regarding accessing support letters issued to those Ethiopian Diasporas and Ethiopian origin who are keen to participate in the field of transfer of technology and knowledge, the applicant is required to bring support letters issued by Ethiopian Mission where he resides, the original and photocopy of education credentials and other experiences related to his/her field of study as well as the original and photocopy of curriculum vitae. The applicant is required to list institutions (from 1-3) that he inclines to share his experience and knowledge.
For those who are keen to study and research in the area of Diaspora affairs, the applicants are required to bring support letter from the authorized institutions.
The Office of Protocol of the Ministry of Foreign Affairs issues seven types of I.D Card for the members of the Diplomatic Corps and International and Regional Organizations residing in the Federal Democratic Republic of Ethiopia (FDRE) for more than one year.

Re-issuance of Lost or Damaged ID Cards When I.D Cards issued by the Ministry are lost or damaged the request for re-issuance should be sent to the Protocol Department

Return of id cards Upon completion of their mission, members of the Diplomatic Missions, International and Regional Organizations have an obligation to return their I.D Cards to the Diplomatic Privileges, Immunities and protection Directorate of the Office of Protocol.

The renewal of ID cards Different level status of ID cards have the expired date and needs renewal.

Duty free Import permit for vehicles In compliance with the Vienna Convention on Consular Relations (1963) and the various Headquarters’ Agreements, Ethiopia provides exemption from customs duties for all diplomatic missions, international and regional organizations and their staff members.

- The previous imported vehicle (if used three years) clearance from custom 3 copies.

Duty-free Imported vehicles ownership booklet & plate permit. After vehicles imported to Ethiopia should be registered by the transport, the authority to get the book late and plate

- The owner should bring a comprehensive Insurance agreement for one year. 3 copies.

Vehicles are driven from the neighbor countries Import permit the privileged Entity and their staffs can import vehicles by driving from neighboring countries.

- If the vehicle is used, bring a title certificate. 3 copies.
- Other related documents from the country. 3 copies.

All business visa applicants should attach a letter addressed to Ethiopian Embassy from his /her organization explaining the purpose of his/her travels.
US Officials or Diplomats traveling with Diplomatic, Official or Service Passport must bring an official letter from the US State Department.
Officials or Diplomats of other countries traveling with Diplomatic, official or service Passport must bring an official letter from appropriate Authorities or Embassies.
- The passport must be valid for at least six months.
- One recent passport-size photograph.
- Copy of Green Card or I-94 or Work Permit (Except US National)
- A letter from his/her organization explaining the purpose of his/her travels.

- A self-addressed return envelope which has a tracking number (FedEx, UPS, or USPS EXPRESS MAIL) with it. (for those using mail service);
- If all the necessary requirements are fulfilled, the visa can be issued in the next two or three business days.
Requirements for Replacement of an Expired Passport
- Four recent, color passport size Photographs with white background with the name of the applicant at the back of the photograph;
- The actual passport
- Two copies of Expired Passport
- A Document that shows your Current Status in the US Two copies of Green Card (both Sides) Or I-94 copy Or Other documents that show present immigration status (for those who do not have Green Card) Work permit
- Service fee $50.00 must be in a money order or Cashier’s Check or Certified bank check made payable to the Embassy of Ethiopia

Legal Requirements for Registering Regional International or Sub- Regional Non-Governmental Organizations in Ethiopia
- Applicant organizations should submit its Application Letter with required documents through an Ethiopian Embassy Abroad.
- Applicant organization’s Certificate of Registration or Incorporation (authenticated).
- Bylaws of the organization (authenticated).
- The organization’s board (at least three members) decision to open a regional office in Ethiopia (authenticated).
- Power of attorney given to the regional office representative (authenticated).
- Draft Headquarters/ Regional Office agreement to be signed with the Ministry of Foreign Affairs.
- CV and Education Certificate (authenticated).
- A letter of recommendation of the competent organ from the country of origin.
After All Requirements are met(2 Copies), the Ministry of Foreign Affairs will proceed to facilitate operation based on the signed agreement.

Legal Requirements for Registering International Non-Governmental Organizations in Ethiopia
- Applicant organizations should submit their Application Letter with required documents through an Ethiopian Embassy Abroad.
- Applicant organization’s Certificate of Registration or Incorporation (authenticated).
- Bylaws of the organization (authenticated).
- The organization’s board (at least three members) decision to open a regional/Country office in Ethiopia (authenticated).
- Power of attorney given to the regional office representative (authenticated).
- Proposal of the Organization to be implemented in the Country in Accordance with 70% for Project direct cost and 30% or less for Administration Cost.
- CV and Education Certificate (authenticated).
- A letter of recommendation of the competent organ from the country of origin.
After All Requirements are met(2 Copies), the Ministry of Foreign Affairs will hand in Application Documents to Charities and Societal Agency.
At Charities and Societal Agency,
- The agency shall, upon application and after ensuring the fulfillment of the requirements stipulated under this proclamation, register the applicants as a charity or a society and issue a certificate of legal Personality within 30 days from the date of application.
- Where the agency doesn’t issue a certificate of legal personality or does not make known that it will not do the same, the applicant may appeal to the board not later than 15 days from the date of the time limit set above.
- The agency, shall by notification in the Official Gazette, publish the list of charities registered.
